The Office of Chief Medical Examiner investigates cases of persons who die within New York City from criminal violence, by accident, by suicide, suddenly when in apparent health, when unattended by a physician, in a correctional facility or in any suspicious or unusual manner or where an application is made pursuant to law for a permit to cremate a body of a person.

The New York City Office of Chief Medical Examiner (OCME) seeks investigative professionals to serve as the agency’s Integrity Operations Investigators, supporting the newly established Integrity & Standards Office (ISO). The ISO serves as OCME’s independent investigative and accountability body, responsible for identifying, reporting, and addressing fraud, corruption, misconduct, and misuse of public resources across the agency’s 24/7 operations.

The Integrity Operations Investigator will work under the direct supervision of the ISO Integrity Operations Lead. The position is primarily field-based in a unit that operates 24 hours a day, 7 days a week, including weekends and holidays. Schedules are assigned on a rotating basis, and the selected candidate must be available to work any of three shifts (8:00 a.m. - 4:00 p.m., 4:00 p.m. - 12:00 a.m., or 12:00 a.m. - 8:00 a.m.). The role requires exceptional discretion, sound judgment, and a proven ability to handle sensitive matters with integrity. This position plays a vital role in protecting OCME’s credibility and upholding the public’s trust in the agency’s work.

With latitude for independent action and decision, the Integrity Field Investigator will:

Conduct field-based integrity operations across OCME facilities and death scenes throughout the five boroughs, including integrity and quality assurance checks, compliance inspections, surveillance, and other investigative activities designed to assess adherence to agency policies, procedures, and standards.

Conduct follow-up reviews and integrity checks to assess implementation and effectiveness of corrective actions, recommendations, and procedural reforms.

Manage a caseload of employee misconduct investigations from intake through closure, including interviewing OCME employees and external witnesses.

Collect, review and analyze audio, video, documentary and testimonial evidence.

Access and navigate HR, security, and agency systems to obtain records in furtherance of investigations.

Draft and maintain clear, well-supported investigative reports, case records, internal memoranda, notes, and written referrals, and make recommendations for appropriate action.

Testify at administrative and court hearings as needed.

Collaborate with internal and external stakeholders and coordinate with oversight, criminal justice, and law enforcement agencies, including the NYC Department of Investigation (DOI) and the five New York City District Attorneys’ Offices and other law enforcement professionals.

Conduct and support investigations in coordination with internal partners, including Human Resources, Security, Workplace Violence Committee, and Equal Employment Opportunity Office, as appropriate. Propose operational and procedural reforms to strengthen agency controls and reduce risk.

Assist in developing and delivering training on integrity matters, policies and procedures.

Perform confidential assignments and high-impact special projects as directed by the Integrity Operations Lead or as agency needs require.

Remain on call and available 24/7, including nights, weekends, and holidays, to respond to operational needs and large-scale fatality events.

Operate a motor vehicle as required for investigative field work and site inspections.

PREFERRED QUALIFICATIONS

Ability to travel extensively throughout the five boroughs and adhere to NYC fleet protocols.

Ability to respond to death scenes and operate within mortuary environments, including exposure to decedents and sensitive forensic conditions, while maintaining professionalism and composure.

Experience conducting field investigations, including those involving employee misconduct, corruption, or fraud.

Working knowledge of investigative methodologies and procedures.

Demonstrated ability to conduct interviews, write reports, and provide testimony.

Demonstrated ability to perform investigative work in a fast-paced, 24/7 operational environment.

Familiarity with New York City government operations, interagency protocols, and coordination with oversight bodies such as DOI.

A valid driver’s license is required and ability to conduct field work at OCME locations throughout the five boroughs.

Qualifications

1. A four-year high school diploma or its educational equivalent and four years of satisfactory full-time experience in one or more of the fields of accounting, auditing, correction administration, criminal justice administration and planning, forensic science, inspection, investigation, law enforcement, personnel administration, police science, and/or security, or in a major operational area of the agency in which the appointment is to be made; or

2. A baccalaureate degree from an accredited college; or

3. Education and/or experience equivalent to "1" or "2" above.
