Job Description
The Department of Sanitation (DSNY) keeps New York City clean, safe, and healthy by collecting, recycling, and disposing of waste, cleaning streets, attacking the scourge of illegal dumping, and clearing snow and ice. The Department operates 59 district garages and manages a fleet of more than 2,000 rear-loading collection trucks, 450 mechanical brooms, 705 salt spreaders, and several dozen bike lane operations machines. Under the Mamdani Administration, the Department is aggressively cleaning more parts of the City than ever before, including over 1,000 long-ignored areas spread across every neighborhood. With the highest wintertime uniformed headcount in 20 years, DSNY is more equipped than ever to remove snow and ice from the approximately 19,000 lane-miles of City streets.
DSNY is seeking an Employee Assistance Program (EAP) Specialist to join the Drug and Alcohol Testing (DAT) Unit as a Senior Associate within the Medical Division. The position supports the Department's federally regulated drug and alcohol testing program by combining employee counseling and referral services, DOT regulatory compliance, case management, data analysis, and digital process support. The EAP Specialist will work with employees, Medical Division personnel, supervisors, vendors, laboratories, Medical Review Officers (MROs), Substance Abuse Professionals (SAPs), and other agency stakeholders to help maintain a safe, compliant, and effective workplace testing program. Responsibilities include, but are not limited to: - Conduct employee intake interviews, inquires, and discussions related to substance abuse concerns. - Provide counseling, guidance, and referral services regarding behavioral and workplace performance issues, including alcohol and substance misuse. - Coordinate referrals to Employee Assistance Programs, Substance Abuse Professionals (SAPs), and community resources. - Monitor employee compliance with return-to-duty and follow-up testing requirements. - Maintain confidential case files and records in accordance with DOT regulations and agency policies. - Review, audit, and validate drug and alcohol testing documentation for regulatory compliance. - Analyze testing data, prepare statistical reports, and identify program trends. - Assist with implementation and maintenance of electronic records management systems and digital workflows. - Maintain knowledge of federal regulations, including 49 CFR Part 40, applicable FMCSA requirements, and agency policies. - Support administration and monitoring of random, follow-up, reasonable suspicion, return-to-duty, post-accident, and pre-employment testing programs. - Perform drug and alcohol collections and related administrative duties as required. - Assist with regulatory inspections, audits, records requests, compliance reviews, and operational coverage as needed. - In the absence of the DAT Unit Director, respond to inquiries related to the drug and alcohol testing program, attend management meetings, and make decisions as required. - Other related tasks as assigned.

Qualifications
1. A baccalaureate degree from an accredited college with a major in social work, psychology, counseling, or a related field plus two years of full-time experience in counseling, substance abuse counseling, casework or employee assistance; or
2. A four year high school diploma or its educational equivalent plus three years of full-time experience as described in “1” above; or
3. Education and/or experience equivalent to “1” or “2” above. However, all candidates must have at least a four year high school diploma or its educational equivalent and one year of counseling experience as described in “1” above.
