THE OPPORTUNITY:

Export controls, sanctions, investment screening, tariffs, and subsidy programs now shape where chips are designed, built, and sold. Our customers make high-stakes decisions in a policy environment that can change overnight. They need analysis they can trust and act on quickly. We are building TechInsights’ government and compliance offering to meet that need. It pairs expert policy analysis with evidence no one else can provide: our reverse engineering, process analysis, and supply chain intelligence. As our Subject Matter Expert, Government and Compliance, you will be the expert voice behind that offering. You will track and forecast semiconductor policy across the U.S., Europe, and Asia, turn complex rules into clear guidance on what they mean for the industry, and brief the compliance, engineering, and executive leaders who rely on it. You will also help shape the product roadmap. This is a senior individual contributor role for a recognized expert who wants to make TechInsights the trusted source on semiconductor policy and compliance.

WHAT YOU’LL DO * Track legislation, regulations, executive actions, rulemaking, and enforcement affecting semiconductors in the U.S., the EU and its member states, the UK, Canada, Japan, South Korea, Taiwan, China, and emerging jurisdictions. * Maintain expert, current knowledge of export control regimes, including the EAR, ECCN classification, the Entity List, foreign direct product rules, advanced computing and semiconductor equipment controls, the EU Dual-Use Regulation, and multilateral regimes such as Wassenaar. * Follow China’s policy responses, including export restrictions on critical minerals and materials, the Unreliable Entity List, and domestic self-sufficiency programs. * Monitor subsidy, grant, tax credit, and incentive programs, such as the U.S. CHIPS and Science Act and the EU Chips Act, along with their award, clawback, and guardrail conditions. * Follow tariffs, trade remedies, investment screening, and supply chain security measures, and how they interact with export controls and industrial policy. * Forecast policy change by reading legislative calendars, rulemaking signals, political dynamics, and allied coordination, and build scenarios with expected timing and likelihood. * Write rapid-response analysis, policy briefs, regular outlooks, jurisdiction comparisons, and in-depth reports. * Translate regulatory text into plain-language implications for market access, revenue exposure, supply chain resilience, manufacturing and investment decisions, and product classification. * Pair policy analysis with TechInsights reverse engineering, teardown, and process analysis to produce defensible, differentiated insight. * Contribute to the Compliance Monitor and other TechInsights products, keeping data on rules, controlled entities, thresholds, and programs accurate and well structured. * Lead customer briefings for audiences ranging from compliance, legal, and government affairs teams to engineers and C-suite leaders. * Support sales and account teams with pre-sales meetings, account planning, demonstrations, proposals, and renewals, and spot new customer needs. * Present at webinars, industry conferences, and customer events, and offer thought leadership and media commentary. * Build a network across government agencies, trade associations, think tanks, and the legal and advisory community. * Advise Product leadership on the government and compliance roadmap, and brief executive, sales, and customer success teams on major policy developments.

WHAT YOU’LL BRING * Bachelor’s degree in Public Policy, International Relations, Law, Economics, Engineering, or a related field. A master’s degree, JD, or PhD is preferred. * 8 to 10 years of experience in semiconductor or technology trade policy, export controls, or regulatory compliance, gained in government, industry, a law firm or consultancy trade practice, a think tank, or an industry association. * Hands-on experience interpreting and applying export control and sanctions regimes in the U.S. and at least one other major jurisdiction. * Working knowledge of semiconductor subsidy, grant, and incentive programs, including their application, award, and compliance conditions. * Strong understanding of the semiconductor value chain, from design, EDA, and IP to equipment, materials, foundry, memory, packaging and test, and AI accelerators, sufficient to assess technical control thresholds. * A proven track record of published or client-facing policy analysis for professional and executive audiences. * Experience advising customers, clients, or senior executives on the commercial impact of regulatory change. * A rigorous, objective, and politically neutral approach that clearly separates fact, interpretation, and speculation. * Sound judgment on the line between intelligence and legal advice. * Exceptional writing skills and the ability to deliver accurate analysis under tight deadlines. * Confidence presenting to executives, compliance professionals, engineers, and government audiences. * High integrity and discretion in handling sensitive information. * Willingness to travel up to 25%, domestically and internationally, and to work outside regular hours when major policy news breaks.

Nice to have * Prior government service (e.g., BIS, State, Treasury, DoD, USTR, or the CHIPS program) or equivalent experience with allied governments or the European Commission. * An established network across policy communities in Washington, Brussels, London, Ottawa, Tokyo, Seoul, and Taipei. * Proficiency in Mandarin, Japanese, or Korean. * Published thought leadership or a media profile in export controls, trade, or semiconductor policy. * Experience with TechInsights products or competitive intelligence platforms.

As part of the recruitment process for this position, you will be required to submit your latest citizenship and/or permanent residency information. This information will be used to comply with U.S. Export Control Laws and Regulations.

WORKING ARRANGEMENT This role is based on-site in our San Jose office. You will engage regularly with customers and policy stakeholders and travel up to 25% of the time.
