About the role

AlphaGov delivers public-sector consulting for cities, counties, school systems, special districts, utilities, and related agencies. Our work spans classification and compensation, organizational and operational studies, research and program evaluation, economic and workforce analysis, surveys and community research, and applied data and infrastructure research.

We engage experienced practitioners as project-based collaborators. Engagements are remote-first with occasional client travel. When you authorize it, AlphaGov may name you as an expert collaborator or key personnel on proposals that match your expertise. We build ready teams for live pursuits - not speculative staffing banks.

AlphaGov is building a bench of utility rate consultants for water, wastewater, stormwater, and electric utilities run by cities, counties, and special districts. You would lead cost-of-service and rate design studies that keep utilities financially sound and rates defensible.

We confirm scope, schedule, and fee with you before any engagement begins.

What you'll do

* Build multi-year financial plans and revenue requirement models * Prepare cost-of-service analyses and allocate costs across customer classes * Design rate structures, including tiered, conservation, and fixed-charge options * Prepare capacity and connection fee and system development charge analyses * Test customer bill impacts and affordability options * Present recommendations to utility boards, councils, and ratepayer groups * Contribute qualifications and past-performance narrative to AlphaGov proposals when you authorize naming

Apply to be considered.
