·        Establish and evolve the organization's risk-based approach to emerging technology oversight.

·        Anticipate emerging technology risks and regulatory developments and translate them into appropriate risk oversight priorities.

·        Provide independent review, credible challenge, and escalation of material technology-risk considerations.

·        Maintain effective escalation and reporting of significant AI risk issues to appropriate governance forums.

Digital Asset Risk Oversight

·        Lead second-line oversight of the Bank's digital asset activities, including stablecoin and tokenized deposit initiatives, digital asset custody and safekeeping, tokenization and blockchain-enabled payment and settlement use cases.

·        Provide independent review and credible challenge of new digital asset products, services and material changes through the new product and change-risk approval processes, ensuring activities remain within approved risk appetite.

·        Oversee the identification and assessment of digital asset–specific risks, including cryptographic key management, smart contract integrity, wallet and custody security, network/protocol and consensus risk, reserve and liquidity management, and operational resilience of DLT platforms.

·        Coordinate with BSA/AML, sanctions, fraud, consumer protection, third-party and cybersecurity risk partners to provide an integrated view of digital asset risk, including blockchain analytics and transaction-monitoring considerations.

·        Assess third-party and ecosystem risk associated with digital asset custodians, sub-custodians, blockchain networks, issuers, and technology providers.

·        Establish key risk indicators, monitoring and reporting for digital asset activities and escalate material risks, control gaps, and exceptions to appropriate governance forums.

Emerging Technology Strategy & Foresight

·        Maintain a forward-looking view of emerging technologies and their implications for the Bank's risk profile.

·        Assess how developments such as autonomous and agentic AI, tokenization, programmable money, and the convergence of AI with digital asset platforms may create new or materially different risk considerations.

·        Connect emerging technology developments with existing enterprise risk disciplines instead of creating duplicative risk frameworks where established capabilities appropriately address the risk.

·        Advise senior risk leadership on emerging technology trends requiring increased attention, governance, or oversight.

Independent Challenge and Regulatory Readiness

·        Represent second-line emerging technology risk perspectives in regulatory, audit and independent assessment activities.

·        Maintain readiness for evolving digital asset regulatory and supervisory expectations, including federal and state stablecoin frameworks, crypto-asset custody guidance, and related supervisory engagement.

·        Ensure the organization's emerging technology oversight approach remains explainable, traceable, and supportable.

·        Coordinate across relevant risk disciplines to provide an integrated view of emerging technology risk.

·        Provide credible challenge while maintaining clear accountability between first-line execution and second-line oversight.

Governance & Executive Engagement

·        Provide emerging technology risk perspectives to senior management and applicable risk governance bodies.

·        Translate complex technology developments into clear business and risk implications for executive audiences.

·        Escalate significant issues, recurring inconsistencies, and material methodology concerns through established governance channels.

·        Partner with enterprise stakeholders on strategic initiatives involving AI, digital assets, and emerging technology.

Organizational Leadership

·        Lead and develop a team of AI, digital asset, and emerging technology risk professionals.

·        Build both technical-domain expertise and strong independent-risk-management capabilities within the team.

·        Establish clear accountability across AI and emerging technology oversight activities.

·        Develop talent and succession strategies appropriate for an increasingly important and rapidly evolving risk discipline.

·        Development of a sustainable enterprise capability and talent pipeline, rather than dependence on individual subject-matter experts.

Basic Qualifications

·        Bachelor's degree or equivalent professional experience.

·        Extensive experience in enterprise risk management, technology risk, operational risk, compliance, cybersecurity, AI risk, financial services, or related discipline.

·        Significant leadership experience in a large, highly regulated organization.

·        Demonstrated experience engaging senior executives, governance committees, regulators, auditors, and cross-functional stakeholders.

Preferred Qualifications

·        Advanced degree in business, risk, technology, law, or a related discipline.

·        Deep understanding of artificial intelligence, generative AI, agentic/autonomous AI, and emerging technology risk.

·        Working knowledge of blockchain/DLT, digital assets, stablecoins, tokenization and digital asset custody, including associated operational, cyber, financial crime and regulatory risks.

·        Strong understanding of the three-lines-of-defense model and independent risk oversight.

·        Experience establishing or transforming enterprise risk/governance programs.

·        Knowledge of financial services regulatory expectations and emerging AI and digital asset regulatory requirements.
